ARC Ltd. appoints David Maslo as Chief Executive Officer

African Risk Capacity Limited (ARC Ltd.) has appointed David Maslo as its Chief Executive Officer. ARC Ltd. is Africa’s first development-focused parametric insurer. It provides risk insurance and financing solutions for natural disasters to African governments, eligible non-sovereign entities and development partners.

 Mr Maslo brings more than two decades of senior leadership experience across Africa and the global insurance sectors. He also has extensive experience in climate and disaster risk financing in Africa and the Caribbean, including a strong track record in institutional transformation, strategic growth and risk-financing innovation.

 Most recently, as Interim Chief Executive Officer of ARC Ltd, he led the organisation through a period of significant transformation and delivered its strongest annual financial performance since inception. Under his leadership, premium earnings reached a record high in 2025. The organisation expanded its multi-peril offering with the roll-out of sovereign flood insurance, launched its Re-Takaful facility, accelerated the organisation's relocation to Abidjan, Côte d’Ivoire, and continued to strengthen ARC's position as Africa's leading provider of innovative disaster risk financing solutions.

 Announcing the appointment, Cecilia Akintomide, Chairperson of the Board of Directors of ARC Ltd., said:

 Mr Maslo’s appointment comes at a defining time. African countries face increasing exposure to climate-related shocks, agriculture and food security challenges, public health emergencies such as Ebola, and other catastrophic risks. 

 Under his leadership, ARC Ltd. will seek to accelerate its transformation, deepen its role as a trusted development partner and support governments and eligible entities with innovative insurance and risk-financing solutions that protect lives, livelihoods and economic progress.
