Ghana Announces Transition from Rural to Community Banking

Today marks another significant milestone in the revitalization of Tema Oil Refinery (TOR) as the Refinery receives one million barrels of Ghana’s indigenous Jubilee Sweet Crude, delivered aboard MT Apache on 15th July 2026. This delivery fulfills H.E. President John Dramani Mahama’s commitment to ensuring that Ghanaian-produced crude is refined locally to create value for the nation.

This is the second consignment of one million barrels of Ghanaian indigenous crude supplied to TOR under President Mahama’s leadership, following the historic first delivery in December 2016 aboard MT Bodeira during his first term in office. It is a testament to his unwavering belief in the strategic importance of Tema Oil Refinery and his vision of building an integrated petroleum value chain for Ghana.

With this latest delivery, TOR has now received its third one-million-barrel crude cargo since May 2026—namely Bonga, Baleine, and now Jubilee Medium Sweet Crude. These supplies have enabled the Refinery to continue producing petroleum products for both the domestic and regional markets, advancing Ghana’s energy security while promoting industrialization and value addition.

President John Dramani Mahama for his steadfast commitment, visionary leadership, and unwavering support for the revival of Ghana’s only state-owned refinery. His confidence in TOR continues to inspire us to deliver operational excellence in service to the nation.

We also extend our sincere appreciation to the Minister for Energy and Green Transition, Hon. John Abdulai Jinapor, whose tireless leadership, strategic guidance, and continuous support have been instrumental in restoring refining operations and ensuring a reliable supply of crude to the Refinery.

Finally, we thank all our valued partners across the petroleum value chain—including our crude suppliers - Fujeirah and Triangle Trading Commodities, regulators, financiers, logistics providers, and technical partners—for their collaboration and commitment to the successful resurgence of Tema Oil Refinery.

TOR remains firmly committed to delivering on the President’s vision of strengthening the link between Ghana’s upstream and downstream petroleum sectors, creating jobs, enhancing energy security, reducing import dependence, and positioning Ghana as a competitive refining hub for West Africa.
